Driven by critical thinking, clear foresight, sound planning and strategic execution, The Governor Okowa’s administration from 2015 till date has stabilised and grown the Delta State economy through a five point agenda encapsulated in the acronym SMART which means; Strategic Wealth creation projects and provision of jobs for all Deltans; Meaningful peace building platforms aimed at political and social harmony; Agricultural reforms and accelerated industrialization; Relevant Health and Education policies; Transformed environment through urban renewal.
Through the implementation of the SMART Agenda, Governor Okowa significantly boosted the Delta State’s economy from N2.86 trillion in 2015 to N4.43 trillion in 2020 which is a 53% general increase and although the success of his administration is glaring, Governor Ifeanyi Okowa is determined to work till the very last day of office with a vision to finish strong.

From 2015 till date Governor Okowa’s administration has directly established 12,755 youth entrepreneurs, and Indirectly supported 223, 905 persons in the areas of skills acquisition, entrepreneurship training, microcredit, livelihood sustenance and jobs placement.
Within this period, this administration has created 1,325,750 indirect ancillary and multiplier-effect jobs from public infrastructure works, public private partnerships, community-level projects and youth empowerment programmes.
This was achieved through the creation of over 20 different empowerment programmes and intervention schemes; worthy of mention are; Job Creation schemes such as YAGEP, STEP, GEEP, WESAP, GEST, ICT-YEP and intervention schemes such as DESMA Entreprise Microcredit, Delta Cares FADAMA Support for Farmers, Widows Welfare Scheme, Delta Cares Livelihood Support for Youth and Women e.t.c.
Among the notable effects job creation has on the economy is that the Delta State unemployment rate is lower at 31% compared to the national all-states average of 37%, based on a survey by National Bureau of Statistics (NBS) published in 2021.
Also, Delta State became the 2nd least poor state in 2020, much improvement from 12th Least Poor State in 2010, based on the most recent national survey by National Bureau of Statistics (NBS).
No meaningful development will thrive without peace, so to tackle the rising insecurity challenges, on assumption of office the Governor Okowa administration created strategic peacebuilding platforms which include; the Delta State Peace Building and Advisory Council to foster peace, conflict prevention and resolution in the state; the Advocacy Committee Against Vandalism of Oil and Gas Facilities to engage and dialogue with oil producing communities and other relevant actors for the protection and security of oil and gas facilities and personnel; the Delta State AntiKidnapping and HostageTaking Law to curb the incidence of kidnapping and related crimes in the state.
Others include the launching of Operation Delta Hawk’, a joint security outfit comprising operatives from the Nigerian Army, Nigerian Police, Department of State Services (DSS), and Nigeria Security and Civil Defence Corps (NSCDC) – to better secure lives and properties. Also, the creation of the State Community Policing and Advisory Committee in response to the yearnings of citizens to have a local policing unit attending to insecurity challenges within communities.
Together with the provision of Security gadgets, vehicles and facilities, this administration has succeeded in addressing security challenges so much so that the crime rate in Delta State dropped from 2,013 to 424 cases in the 2020/2021 crime Statistics as a result of strategic security investments.
The Governor Okowa’s administration not only initiated various empowerment programmes focusing on agriculture but also initiated public private partnership with the likes of Northworthy Farms, CBN etc, to provide basic necessities to improve the commercial farming in Delta State.
Significantly, in 2016, the Delta State Agriculture and Rural Development Agency (Amendment) Law was made to refocus, realign and strengthen existing Agricultural Development Programmes for greater relevance, efficiency and effectiveness.
Governor Okowa also began the establishment of the Agro-industrial park project in Aboh-Ogwashi to transform the agricultural value chain and create economic diversification; food sufficiency; job & wealth creation; and sustainable growth for the well-being of Deltans.
As a result of these investments, Delta State’s Agriculture GDP increased from N432 billion in 2015 to N583 billion in 2019, and amidst the deep in 2020 caused by the COVID-19 pandemic, the GDP further increased to 584 billion in 2020, which is it’s above 35% increase in 2019
In 2016, the Governor Okowa’s administration established the Delta State Contributory Health Commission and Contributory Health Insurance Scheme that guarantees a universal health coverage Health for All Deltans (HeFAD).
As of 2022, the Delta State Contributory Healthcare Scheme has provided services to over 1,094,871 enrollees in the state and currently has over 496 accredited healthcare facilities in which enrollees can access medical care with 17 financial facilities for its operation.
In addition to this Governor Okowa renovated and upgraded over 209 primary healthcare centres and 65 hospitals in Delta State, and recruited over 590 health professionals into the system.

In education, Governor Okowa created the Delta State Ministry of Technical Education to institutionalise technical and vocational education in the state’s school curricula and promote the spirit of skills acquisition across the state. This has increased the chances of success for all Delta graduates in the competitive labour market.
In addition to the creation of more schools(tertiary, secondary and primary), technical colleges and vocational centres, Governor Okowa also renovated school facilities to infuse modern learning facilities while providing teachers and students furniture.
Due to these investments, education GDP has been on a steady rise since 2015, recording 37% growth from 2015 to 2019 in Delta State.
Due to evidence of his unrelenting effort in providing good roads and linking communities especially those with difficult terrains like the riverine areas, Governor Ifeanyi Okowa has been nicknamed the ROADMASTER.
This is because from 2015 to date, the Governor Okowa administration has constructed and rehabilitated over 1,932.14 km length of road and over 1,035.95 km length of drains across the state. This impressive stock of roads and drains has been achieved through various mandated Ministries, Departments and Agencies.
The boost of the services sector arising from improved road networks is evidenced by the fact that the services sector increased from 18.77% of 2013 GDP to 29.73% of 2020 GDP. This trend is substantiated by the fact that the services subsectors are the highest performing in terms of accelerated growth rates from 2019 to date.
